Mmm Im not sure why anyone would "volunteer" to take seriously serious medication if he did not have to do so... Im not sure why anyone would want to suffer the initial discomfort that comes with the side effects of ARV's ... I cannot imagine there is a medical doctor who would prescribe ARV's to a person who is not infected with HIV. Or suspects they may be at risk of infection. It would be completely illegal & unethical to do this.
ARV's are prescribed and made available to people who are at risk , such as burst condom with a known HIV+ person, a needle stick injury , pregnant Moms who are HIV+ as prevention of transmission to their babies and women and men who have been raped.
I have to imagine that you are not using condoms with this man. Get yourself AND him to a clinic, or health care provider asap to check your status as well as STI screening. And then go for couple counselling to work through the possible dishonesty that is being practised in this relationship or to be in a safe professional space in which your partner has freedom to tell his true story of ARV's.
